Kanemichi
It reads "Noshu Seki junin Kanemichi saku".
The date is 1941 (February I think, but could be March).
The smith could *possibly* be "KAN1401". If so, there is a bit of info on him in the book "Touko Taikan" by Tokunou, page 132.

I got a little more information on it to, i think it may have been shortened from katana to wakizashi, the hamon tho faint to the eye and not visible in pics seems to go straight of the blade at the kissaki.
