Oda Ichiro
It says "ODA ICHIROu".
That's a very common Japanese name, sorta like "James Wilson".
However, it doesn't matter, because it was likely stamped by someone in China.
Note how the characters are NOT composed of a series of chisel-marks. Rather, each kanji was likely hot-stamped with a single blow of a hammer.
