The signature is "HOuKI KUNI JUu YOSHIYUKI".
The date is "BUNKYUu GANNEN 8-GATSU HI" (August 1861).

By the way, it looks like this Yoshiyuki. Example in Fujishiro's [1] looks very close to your photos. Here's what it says:
YOSHIYUKI HAKUSHÛ [KEIÔ 1865 HÔKI] SHINSHINTÔ CHÛJÔSAKU
He was a resident of Yoneko, was called Shimizu Tôshiro, and had the Gô of Shohôken. His works have a jitetsu of the muji style, hamon is a shimari suguba or ko-midare.
