Showa Kanemoto
The signature is "Ando Kanemoto kitau kore".
"kitau kore" means "forged this".
The smith is KAN1612, from the near-WWII time frame.
The painted characters on the back side of the tang are assembly numbers - you might find the same numbers marked on the tsuba or saya. They are not particularly important or interesting.
