Need to know what the tang says and if that is an arsenal mark on this Japanese sword

I like this sword, very nice blade. If anyone can help in reading the signature I appreciate it.

Seki stamp

It is a gunto.
The stamp is a "Seki stamp". It means that it was made roughly during WWII, and it was NOT made using traditional methods.
The signature is "NOSHUu SEKI JUu KOJIMA KATSUMASA SAKU".
